A widespread problem

According to the latest comparative report from the European Commission in 2023, which monitors education and training in all European Union countries, there is a widespread problem in recruiting new teachers in relation to each country’s needs. Most affected disadvantaged regions

The European Commission’s report points out that, despite differences in methodology, there are common characteristics in the teacher shortage. Primarily, there is a lack of teachers in disadvantaged regions in all EU countries. Additionally, some subjects such as science, technology, engineering, and mathematics, as well as literary subjects, are more affected than others. There is also a gender disparity in primary education, where male teachers are underrepresented.

Lack of attractiveness of the profession

The 2023 European Commission report also analyzes the reasons behind this teacher shortage in Europe. It highlights an aging profession that struggles to be attractive. In France, the excessive workload of teachers is especially noted. At a European level, the main reason highlighted is the issue of insufficient salaries. Nicole Belloubet acknowledges that there are still efforts to be made in terms of remuneration.
